Almost as big a mystery in candy land is what exactly "nougat" consists of. However, it's a mystery I never study because nougat is just too yummy for me to care about it's contents.

Nougat is made from Macadamia nuts ground into a kind of paste.. and then a certain kind of flower-honey is added....

At least, that's how a lot of nougats are made, naturally. If it's not natural nougat, it's probably honey with some nut flavoring, and some consistancy worked in.

Because the non fat milk has a longer shelf life than full fat milk and they add the fat later to ensure that you get all that colesterol goodness.

I feel they made the ingredients like that to make it...what would you call it...Culturally Diverse. First you got the NONFAT MILK, then the MILK FAT. I think they put in the Nonfat, and then later realized that they left out those who are somewhat overweight (See, I'm tryin to be ethical here) and so then they added in the Milk FAT. Thank you!

It's simple economics.

Nonfat milk and milk fat are not what you think they are. This is not just skim milk and cream blended together to get whole milk. Both of these substances are dairy waste products left over from churning butter, making cheese, etc., and are available much more cheaply than whole milk is. You certainly wouldn't want to blend them together and drink the resulting concoction.

I have seen the answer multiple times and verified with Hershey. Every little thing that goes into products like these is measured very specifically. The amount of milkfat in any of the pre-made milks is not the exact amount they want in their product, so they add nonfat milk and then the exact amount of milkfat that they want. If they save a few bucks in the process so be it but that is not the driving force behind the madness.
